Updated functions for calculating road stormwater concentrations as a function of traffic intensity

Part 1) The updated functions are based on supplementary data from new case studies in the StormTac Database, which has resulted in relatively large changes for most substances for which a lot of data is available, but minor or no changes for other substances. The update was made 2021-12-20.

Part 2) Updated functions due to partly new case study and partly justified choice of data for which the employed function is based upon (all data or data from year 2000, depending om which function gives the best fit to data). This resulted in relatively large changes for most substances for which data were updated, including the update in Part 1. No changes for other substances from the changes from Part 1.

New functions can give lower concentrations for lower traffic intensity but higher concentrations for higher traffic intensity and vice versa for certain substances, with which the changes will be different depending on the specified traffic intensity.
